This proposed action would remove approximately 69 square miles of Solano County from the regulation. Approximately 55 square miles of Solano County would remain under regulation do to finds in Napa County. The total remaining quarantine area will be approximately 1,234 square miles.

This action deregulated the entire counties of Fresno, Mendocino, Merced and San Joaquin; reduced the quarantine areas in the counties of Napa, Nevada, Santa Clara, Santa Cruz, Solano and Sonoma and removed Rubus as a host. This reduced the quarantine area in Napa County by approximately 22 square miles, in Nevada County by approximately 102 square miles, in Santa Clara County by approximately 56 square miles, in Santa Cruz County by approximately 53 square miles, in Sonoma County by approximately 436 square miles and in Solano County approximately 113 square miles for a total of approximately 816 square miles. The grand total reduction will be almost 50 percent or approximately 1,031 square miles.

The proposed amendment of Section 3437 will remove Lake County from the area under quarantine for European Grapevine Moth (EGVM); and will exempt the following articles from meeting the requirements of the quarantine: almonds in dried/split husks ready for harvest, nuts extracted from fruit, olive fruit (with or without stems or twigs), petioles and leaf blades of Vitis, spp. and fermented wine, must and pomace. The effect of the amendment will be to remove authority for the State to regulate movement of hosts and possible carriers of EGVM within and from Lake County, and to remove the authority for the State to regulate movements of the exempted articles.

The current regulated area of approximately 332 square miles will be expanded by approximately 1063 square miles for a total of approximately 1395 square miles.

It is immediately necessary to implement quarantine actions in order to prevent the artificial spread of EGVM to the uninfested areas of California.

It is immediately necessary to implement quarantine actions in order to prevent the artificial spread of EGVM to the uninfested areas of California. The total proposed regulated area is approximately 162 square miles.
