This emergency rulemaking action repeals all existing Title 3 CCR section 3435(b) quarantine zones and establishes the criteria for designating ten regional quarantine zones. It establishes an appeal process for interested parties to use to challenge inclusion of a county or portion of a county in a specified regional zone and a list serve subscription for purposes of receiving updates on changes in regional quarantine zones. It also adopts provisions specifying certain exemptions and movement restrictions for host nursery stock and bulk citrus fruit.
