California State Organic Program

The State Organic Program (SOP) is holding four virtual webinar listening sessions in November 2026 to gather feedback on proposed changes to SOP registration fees and fee categories.

In 2016, AB 1826 expanded the scope of the SOP’s responsibilities and restructured the registration fee schedule. These changes increased costs and operating expenses to the SOP, and decreased registration fees paid by operations, resulting in continuing reductions in revenue to the Program.

CDFA’s California Organic Products Advisory Committee (COPAC) Strategic Planning Subcommittee has recommended the fee changes below as necessary to stabilize SOP funding, ensure long-term financial viability, and support continued statewide administration and enforcement of organic standards and requirements.*

* Based on the current registration fee schedule, FY 26-27 revenue is projected to be $1,956,786, while expenditures are projected to be $2,178,683.
