The Bulletin (Department of Agriculture, State of California)

Index to the Bulletin

1911-1966, Regular series (click here to go directly to the papers), published under several different names, with a rather convoluted history described below. For simplicity (which you will surely appreciate if you read the following), three names are used in the list of papers below - "The Monthly Bulletin (State Commission of Horticulture, Sacramento)" (1911-1919), "The Monthly Bulletin (Department of Agriculture, State of California) " (1919-1935) and "The Bulletin (Department of Agriculture, State of California)" (1935-1966). We are quite sure you will agree that is preferable to dissecting the following! This series started as a monthly series, with twelve issues per volume (except Volume 1 had 13 issues, having started in December 1911 and went through December 1912). As the years went on, issue numbers were often combined, with the most severe combinations occurring in the very short volumes from 1924-1926, which were combined into two "issues" per year, each representing Nos. 1-6 or 7-12. In 1935 (Volume 24), the journal began publishing only 4 issues per year (numbered 1 to 4), and thereafter remained a quarterly journal except for a couple of odd years (1938 - Volume 27 with 6 numbered issues, and 1939 - Volume 28 with 10 numbered issues). We hope you enjoy the following narrative describing why it is so difficult to properly cite this journal!

When this series started in December, 1911, under the Editorship of E.O. Essig, the first issue (Volume 1, No. 1) had on the cover (with "/" representing separate lines) "The Monthly Bulletin / of / The State Commission of Horticulture / Sacramento, California," while on the first page it read "State Commission of Horticulture" as the apparent sponsoring agency in small letters at the top of the page, and "The Monthly Bulletin" as the apparent journal title in large letters (along with volume and issue numbers), while at the bottom of the page it read "Sacramento." The by-line for the journal read "Devoted to the Descriptions, Life Habits and Methods of Control of Insects, Fungoid Diseases and Noxious Weeds and Animals, Especially in Their Relations to Agriculture and Horticulture." The header at the top of each page of the issue read "The Monthly Bulletin." As for the cover page, in the eigth issue (Volume 1, No. 8), the cover page changed slightly, removing the word "The" from "The State Commission..." Starting near the end of the 1914 volume (Volume 3, No. 10), the journal cover remained the same, but the header on page 1 read "The Monthly Bulletin" in large letters, followed on the next line in small letters "California State Commission of Horticulture," and the by-line was removed. Starting with the first issue of 1915 (Volume 4, No. 1), there was another very slight change - "The Monthly Bulletin" was followed by a period (i.e., "The Monthly Bulletin."). Starting with the seventh issue of 1917 (Volume 6, No. 7), the journal cover changed yet again, to "Monthly Bulletin / of the / State Commission of Horticulture / Sacramento, California," but page one still read "The Monthly Bulletin." in large letters, followed by "California State Commission of Horticulture" in small letters. Also in 1917 (Volume 6, Nos. 11-12), the period after "The Monthly Bulletin" was removed, and a new by-line was added - "Devoted to Horticulture in its Broadest Sense, with special reference to plant diseases, insect pests, and their control." In the first volume of 1918 (Volume 7, Nos. 1-2), the format on page 1 changed again, having "The Monthly Bulletin" in smaller letters than "California State Commission of Horticulture" in very large letters.
Midway through 1919 there was a more major change, since the name of the State Commission of Horticulture was changed to the Department of Agriculture. In the eigth issue of that year (Volume 8, Number 8), the front page of the journal changed to read "Monthly Bulletin / of the / Department of Agriculture / State of California," and the first page had "The Monthly Bulletin" in large letters at the top of the page, followed by two lines with smaller letters - "Department of Agriculture" and "State of California." Things remained rather consistent until 1935. In 1935 (volume 24), there was one odd issue. The first issue (Number 1) was issued normally. Then the second issue was labelled as "Numbers 4-5-6," which was then followed by the third issue labelled as "Number Three" (which also accompanied the second major change in the journal title - see below). It appears that "Numbers 4-5-6" was actually "Number 2," as it was the second issue.
Starting with the third issue of 1935 (Volume 24, Number Three), there was another major journal title change, this time simply to "The Bulletin." The cover page of this issue read "Bulletin / of the / Department of Agriculture / State of California," but on page 1 read "The Bulletin," with the new by-line "Official Bulletin of the Department of Agriculture, devoted to Agriculture in its broadest sense," and the page headers read "Bulletin - Department of Agriculture."
To further confuse things, in 1940 (Volume 29, Number 2) the cover page changed again, this time to "State of California / Department of Agriculture / Bulletin." This remained consistent until 1955 (Volume 44, Number 1), where the cover page changed again, with "Bulletin" at the top of the page in large letters, and "State of California / Department of Agriculture" in very small letters in the lower left corner. To add further confusion, on the first page it read "Quarterly Bulletin," and was referred to in the subtext (e.g., address inquiries to..., etc.) as the "Quarterly Bulletin." The following year, in 1956 (Volume 45, No. 1), the journal title page changed again, this time to "California Department of Agriculture / Bulletin" - with only "Bulletin" in large letters. The first page again read "Quarterly Bulletin." Then, in 1961 (Volume 50, No. 2), the cover changed to read "State of California / Department of Agriculture / Bulletin,' again, with only "Bulletin" in large letters, and page 1 read "Quarterly Bulletin." The following year, in 1962 (Volume 51, Number 1) the page 1 title appeared as "Agriculture Bulletin," then in the third issue (Volume 51, Number 3) changed back to "Quarterly Bulletin." In 1963 (Volume 52, Number 2), it changed back to "Agriculture Bulletin" on page 1, and then back again to "Quarterly Bulletin" for the fourth issue (Volume 52, Number 4). The following year, in 1964 (Volume 53, Number 2), it changed back to "Agriculture Bulletin" yet again, and remained that way through the end. But, two years later, in 1966 (Volume 55, No. 3), the journal title page changed to "California / Department of Agriculture / Bulletin," with only "Bulletin" in large letters.
