
Division of Measurement Standards: Petroleum Products Program
The Petroleum Products program assures minimum quality standards for most automotive products (gasoline, oxygenated blends, diesel fuel, motor oil, brake fluid, automatic transmission fluid, antifreeze/coolants and alternative engine fuels) sold in California. Additionally, the program regulates the advertising and labeling of these products.

On Friday, September 30, 2022 in response to the Governor’s directive to find ways to help address current fuel supply issues, the California Air Resources Board (CARB) issued a Regulatory Advisory exercising its enforcement discretion to allow gasoline sold or supplied for use in the State that exceeds the Reid Vapor Pressure (RVP) limits in title 13, CCR, section 2262. CARB will continue to enforce all other requirements of the California Reformulated Gasoline regulations. CARB's advisory will remain in effect until midnight, Pacific Daylight Time, October 31, 2022.
During the period of the advisory, CARB's discretionary enforcement of RVP limits will remain in effect. The California Department of Food and Agriculture (CDFA) maintains its ongoing regulatory enforcement of ASTM D4814 with the exception of RVP limits established by CARB through October 31, 2022. The ASTM D4814 limits for RVP will be enforced by CDFA beginning November 1, 2022.
